Inclined (www.inclinedanalytics.com) is seeking an Engineering Manager to build and strengthen our engineering practice: the people, capabilities, culture, and shared practices that enable Inclined’s technical talent to do excellent work across projects.
This role combines people leadership with meaningful technical engagement. A central goal is to build a strong professional home for engineers at Inclined, not only a connection to the project they happen to support. You will help build that shared identity as Inclined Engineering by managing and developing engineers, strengthening cross-project practices, and working with technical and delivery leaders to improve how we design, build, review, and deliver software.
This is a builder role, both organizationally and technically. You will stay close enough to the work to contribute directly when useful, while recognizing that your greatest leverage comes through making other engineers and teams stronger: knowing when to get hands-on, when to coach, and when to leave technical ownership with an Engineering Lead or individual engineer.
You will report to the CTO and work closely with Engineering Leads, project and PMO leadership, security, and other technical teams. This role is well-suited for an experienced engineer and people leader who can move comfortably between technical and organizational problems and is energized by helping build a growing engineering organization.
Key Responsibilities
Manage, coach, and develop software engineers and related Technical Delivery staff through regular 1:1s, feedback, performance management, mentoring, skill development, and meaningful growth opportunities
Recruit, hire, and onboard engineering talent as the function grows
Build a strong cross-project engineering culture and professional identity, helping engineers learn from one another, share reusable approaches, and remain connected to Inclined Engineering as well as their individual project teams
Partner with Engineering Leads to strengthen technical practice and mentoring, with clear shared expectations for the respective roles of technical leadership and people management.
Identify and address recurring engineering blockers, capability gaps, weak practices, and technical delivery risks
Help evolve and drive adoption of modern engineering standards, including effective approaches to documentation, code review, testing, CI/CD, automation, and reusable engineering patterns
Remain technically engaged through selective hands-on engineering, prototyping, pairing, troubleshooting, and implementation where direct contribution will help the team succeed
Work with project, delivery, and PMO leadership to understand engineering capacity, staffing needs, workload, and opportunities to deploy talent effectively across projects
What You Will Bring
Strong people leadership skills and genuine interest in coaching, feedback, staff development, and helping engineers grow
Firm grasp of modern engineering best practices and a demonstrated track record of putting these into practice, with current technical engagement to remain credible with working engineers
Technical depth to understand engineering approaches and tradeoffs, recognize weak practices or delivery risks, evaluate the quality of technical work, and coach engineers effectively
Judgment to know when to contribute directly, when to coach, and when to enable others to lead
Experience managing engineers across projects, products, or delivery teams
Strong communication skills and a collaborative approach to working with technical and non-technical colleagues across engineering, project delivery, security, and organizational leadership
Energy for building the management systems, culture, and engineering practices of a growing organization, with the ability to create useful structure and consistency without unnecessary process or bureaucracy
Requirements
8+ years of professional software engineering or closely related technical experience
3+ years directly managing software engineers or technical teams, including responsibility for coaching, feedback, performance management, and professional development
Hands-on experience designing, developing, testing, and delivering production software
Demonstrated command of modern collaborative software engineering practices, including source control, code review, testing, documentation, and development workflows
Hands-on experience with modern software delivery platforms and pipelines, including CI/CD, cloud infrastructure, deployment automation, and infrastructure as code
Demonstrated ability to work effectively across technical and non-technical teams in a delivery-oriented environment
Desired Experience
Experience building or significantly evolving an engineering team, management model, or engineering practice
Experience managing engineers distributed across multiple projects, products, or client engagements
Experience improving or standardizing cloud delivery approaches across teams, preferably in AWS environments, and translating platform capabilities into practical, reusable engineering patterns
Experience in consulting, government contracting, public-sector technology, or other secure, regulated, or compliance driven environments where engineers work closely with delivery and client teams
Experience with AI-assisted software engineering tools and thoughtful approaches to incorporating them into development workflows
Comp and Benefits
$150-185k base salary
Performance-based bonus
10% employer 401(k) contribution / profit sharing
100% employer-paid health premiums (less deductible)
Metro stipend or free parking

About Us
Inclined is a woman-owned small business committed to helping the public sector and public good organizations create long-lasting progress and forward momentum. Inclined’s diverse team of technical experts brings advanced analytics to challenges large and small-delivering more than clients expect, and maybe even more than they thought possible.
Our company was founded over 40 years ago (as Fu Associates) by Edward Fu, a technologist and former public servant, on the simple concept that public sector organizations deserve better. Fu’s credo and organizing principles became the bedrock of Inclined’s brand.
It’s no wonder the average tenure on our team is over a decade. We love what we do and the people we work with. If you’re an intellectually curious problem-solver with the can-do attitude necessary in a “small but mighty” shop, drop us a line.
